Mayor Wright Homes Redevelopment

Environmental Impact Statement (EIS) Scoping Meeting

The Hawai‘i Public Housing Authority (HPHA) is proposing to redevelop the Mayor Wright Homes property located in the Kalihi-Pālama neighborhood in Honolulu, on the Island of O‘ahu. Up to 2,500 residential rental units are proposed as part of the redevelopment including a one-for-one (1:1) replacement of the existing 364 public housing units; each of which will contain the same number of bedrooms as the current public housing units.  The purpose of the Mayor Wright Homes Redevelopment is to improve existing public housing facilities as well as expand the availability of quality affordable housing while integrating community services and a mix of commercial and retail spaces consistent with the City and County of Honolulu’s land use plans and growth management policies. A mix of up to 80,000 SF of community services, retail and commercial space is envisioned as part of the project, as well as a series of open spaces, new internal streets to support multimodal circulation, a community center, and a multi-purpose hale. The redevelopment will also be designed to improve multi-modal access throughout the site as a transit oriented development to take advantage of the proximity of the site to the urban core of Honolulu. This project is intended to replace the existing Mayor Wright Homes’ facilities in Honolulu and is anticipated to be completed in roughly five phases over a period of ten years.

The preparation of an Environmental Impact Statement (EIS) is required pursuant to Chapter 343, Hawai‘i Revised Statutes and Chapter 200, Title 11, State of Hawai‘i Department of Health Administrative Rules, based on the use of State funds and State lands as well as the improvements and/or connections to, and/or easements across, State or County facilities and lands in relation to infrastructure improvements for public facilities, roadways, water, sewer, utility, drainage or other facilities.  An EIS Preparation Notice (EISPN) was published in the September 23, 2016 edition of the State Office of Environmental Quality Control’s (OEQC) The Environmental Notice, and was also posted on the OEQC website. Copies of the EISPN were provided to various government agencies, elected officials, utilities, regional public libraries, media outlets, and other individuals and community organizations to inform interested parties of the proposed project and to seek comments on issues that should be addressed in the forthcoming Draft EIS.

An additional EIS scoping meeting is being held to provide another opportunity for interested parties to provide comments to the scope of the Draft EIS and identify any stakeholders who would like to comment on the Draft EIS.
